USDOT Launches Phase One of NCCDB Modernization

Transportation Secretary Sean Duffy announced Phase One of FMCSA’s National Consumer Complaint Database (NCCDB) modernization, featuring enhanced navigation and streamlined functionality for reporting violations against motor carriers, property carriers (freight brokers), and other regulated entities. 

What Happened 

FMCSA launched the first phase of NCCDB modernization with improved site navigation, enhanced functionality, and a streamlined agency response process. 

The update clarifies complaint categories and makes freight broker reporting more prominent. While freight broker complaints have been accepted through the database for many years, the updated user interface clearly distinguishes moving companies from property carriers. 

FMCSA first committed to updating the NCCDB following criticism from the Government Accountability Office in a 2023 report that outlined 14 recommendations. TIA worked with GAO to detail deficiencies in the user interface, reporting, tracking and resolution process. TIA staff and members met several times with the Agency as it developed its report and recommendations to ensure that our industry had a voice in the review.  

Why It Matters to TIA Members 

  • Enhanced visibility: The modernized interface makes complaint filing more intuitive and accessible, potentially creating more accountability for FMCSA and industry stakeholders in areas ranging from cargo theft to regulatory compliance, and safety. 
  • Faster processing: Streamlined agency response processes may accelerate complaint triage and follow-up, requiring more responsive industry communication and documentation practices. 
  • Better data collection: Improved categorization and functionality should help FMCSA identify patterns and target enforcement actions. 

Looking Ahead 

FMCSA indicates Phase Two will introduce additional functionality, performance improvements, and rebrand the platform to reflect its role as a comprehensive tool for the industry. TIA will continue monitoring these developments and engaging with FMCSA to ensure implementation supports fair, efficient processes that target bad actors while minimizing unnecessary burdens on compliant 3PLs.
