  1. Review GSA Freight Management Program STOS: Agree to the non-negotiable requirements.
  2. Register at SAM.gov: Link your SCAC to your profile.
  3. Provide Proof of Insurance: Show you’ve got the required $150K cargo insurance.
  4. File Your Rates: Be ready to submit before the filing period ends.
