TIA Secures Key Wins in House Transportation Committee Markup

Yesterday, the House Transportation and Infrastructure Committee held a markup hearing on the budget reconciliation bill, and we’re pleased to report two major wins for TIA and the third-party logistics industry. The first is the inclusion of the Motor Carrier Safety Selection Standard Act (MCSSA)
This TIA-backed legislation was officially included in the Committee’s reconciliation title. This crucial provision sets a clear federal safety standard for selecting freight carriers. Under the MCSSA, brokers, and shippers may only contract with carriers that:
- Are registered with FMCSA,
- Hold valid operating authority, and
- Meet required insurance thresholds.
The bill also directs FMCSA to create a public-facing website confirming which carriers meet these requirements. This will enhance the safety of our roads for all Americans while offering clarity for brokers on carrier selection. This vital win is the product of years of advocacy by hundreds of companies and 3PL professionals that attended TIA’s Policy Forum and industry leadership from member companies like C.H. Robinson.
Secondly, TIA also helped secure language that brings electric vehicles into the surface transportation user fee framework. The proposed registration fee for EVs is projected to raise $50 billion for the Highway Trust Fund over the next decade.
