House Advances FY26 Appropriations Bills with TIA-Backed Supply Chain Security Measures

In a major win for the freight brokerage and third-party logistics (3PL) industry, the House of Representatives has advanced its FY26 Transportation, Housing, and Urban Development (THUD) and Homeland Security (HS) appropriations bills – both containing language championed by TIA to address cargo theft, organized crime, and strategic supply chain fraud.

These developments reflect growing bipartisan recognition in Congress that securing the supply chain is not just an economic concern but a national security priority. The adopted language reinforces TIA’s advocacy for stronger federal coordination, enforcement, and data-driven solutions to combat escalating logistics fraud.

Appropriations Process at a Glance

The annual federal appropriations cycle began with the Presidential budget request in February. Since then, the House Appropriations Committee began marking up the 12 individual funding bills, which includes advancing several key funding bills, including THUD and Homeland Security. The Senate is expected to consider its versions later this summer. If a final agreement is not reached by October 1, a continuing resolution (CR) may be used to prevent a government shutdown.

TIA Priorities Reflected in Final House Language

Transportation, Housing, and Urban Development (THUD) – Cargo Theft Prevention

  • Directs the Department of Transportation (DOT) to coordinate with the FBI, DOJ, DHS’s Supply Chain Resilience Center, and professional policing organizations.
  • Requires a report on current cargo theft trends and a national strategy to combat them.

Homeland Security – Federal Crime Coordination Center

  • Allocates $2 million to establish an Organized Supply Chain Crime Coordination Center.
  • The Center will lead a multi-agency, intelligence-driven effort to dismantle transnational criminal networks targeting U.S. logistics.
  • Directs coordination with FBI, DEA, DOJ, HSI, and relevant public/private stakeholders.
  • Requires Homeland Security Investigations (HSI) to brief Congress on progress, challenges, and future resource needs.

These provisions reflect TIA’s call for a coordinated federal response to cargo theft and strategic fraud. TIA will continue pushing for these measures as the FY26 process moves to the Senate.
