From Commodities to Cubic Feet: NMFTA’s New upcoming Rules and what it Means for 3PLs

Did you know that the LTL freight standards WILL change? On July 19, 2025, sweeping changes outlined in the National Motor Freight Traffic Association, Inc. (NMFTA) Docket 2025-1 (click here) will officially take effect, marking the most significant overhaul of the National Motor Freight Classification (NMFC) system in decades. This transition moves away from a commodity-based structure to a density-driven model, with the goal of simplifying processes, aligning with modern freight realities, and reducing disputes between shippers and carriers.
The Transportation Intermediaries Association (TIA) urges members to understand and adapt to this fundamental change to ensure accurate quoting, rating, and contractual transparency.
Key Changes Affecting the 3PL and Brokerage Community:
1. Density-Based Classification
Freight will now be classified by density (measured in pounds per cubic foot), rather than commodity type. This system more accurately reflects how carriers calculate pricing based on cost and space utilization, requiring brokers to reassess rating methods and quoting practices.
2. Introduction of a 13-Tier Density Scale
A standardized 13-tier density scale will replace the previous commodity-based classes for goods that do not involve special handling or liability concerns. TIA strongly encourages members to familiarize themselves with this scale, especially as it affects rating tools, transportation management systems (TMS), and pricing models.
3. Streamlined Commodity Listings
Thousands of individual commodity listings will be consolidated to reduce classification complexity. While this simplification is expected to ease confusion long-term, brokers will need to reevaluate how current customer freight is classified under the new structure.
4. Special Handling Identifiers
Freight with unique liability, stowability, or handling requirements will now be assigned specific NMFC identifiers. Accurate identification of these attributes is critical for brokers during quoting and booking processes to avoid costly reclassifications or service issues.
5. Broader Impact on Disputes and Quoting
The goal of this overhaul is increased transparency and reduced billing disputes – but these benefits will only be realized if brokers are fully aligned with the updated structure. TIA members should review and adjust internal operations, update training for staff, and communicate with shippers and carriers to ensure consistency.
