TIA Thanks Committee Leadership for Moving Key Cargo Theft Legislation Forward

TIA is pleased to share that the House Judiciary Committee has passed H.R. 2853, the Combating Organized Retail Crime Act of 2025 (CORCA), through markup without issue on Tuesday, January 13th. CORCA aims to combat the increased threat of cargo theft within the supply chain. This bipartisan effort targets the growing threat of organized cargo theft across the national supply chain, an issue that has had a costly impact on freight brokers and their businesses.​ 

Cargo theft costs the American economy up to $35 billion a year, and strategic theft has increased by 1500% since Q1 of 2021. In the last month, we have seen multiple cargo theft incidents, including a load of lobsters valued at over $400,000.  

TIA thanks lead sponsors Rep. Joyce (OH-14), Rep. Lee (NV-03), Rep. Valadao (CA-21), Rep. Titus (NV-01), Rep. Baumgartner (WA-05), Rep. Schneider (IL-10), Rep. Lee (FL-15), and Rep. Correa (CA-46), the House Judiciary Committee, and congressional leadership in both chambers for recognizing the urgency of organized retail and cargo crime and for moving CORCA forward in the legislative process. TIA also appreciates the engagement of its members, whose advocacy and real-world experience continue to drive meaningful solutions in Washington on behalf of the 3PL industry.  

What the Bill Does 

  • Strengthens Federal Enforcement: Expands federal authority under Title 18 of the U.S. Code to more effectively prosecute aggregated organized retail and cargo theft. 
  • Establishes a Crime Coordination Center: Creates a Department of Homeland Security led center to facilitate data sharing, intelligence analysis, and joint enforcement efforts targeting both retail theft and multimodal supply chain crimes. 
  • Increases Penalties for Cargo Theft: Enhances penalties for the organized theft and fraudulent transport of goods, particularly across state lines or international borders. 
  • Enhances Public-Private Collaboration: Improves coordination among federal agencies – including FMCSA – law enforcement, retailers, and transportation providers to prevent theft and disrupt the resale of stolen goods.
